Dubai Internet City and Dubai Media City: websites for tech and media firms
These two neighbouring business districts were built for technology and media companies, and their tenants are used to well-made digital products. Here is what that means for your own site.

Dubai Internet City and Dubai Media City are adjacent TECOM business districts in Dubai, built for technology and media companies respectively. Firms there usually sell to other businesses or to the public through agency, content and software work, so their websites must be precise, bilingual and quick to contact. Tooba Web works remotely from Istanbul and has no office in either district.

What are Dubai Internet City and Dubai Media City?
Dubai Internet City (DIC) and Dubai Media City (DMC) are two of the business districts developed and operated by TECOM Group, which lists ten in total. TECOM describes Dubai Internet City as a technology hub and Dubai Media City as a regional hub for the media industry.
Wikipedia dates DIC to October 1999, opening in October 2000, and DMC to a build in 2000 and an inauguration in January 2001. DIC is described as lying on Sheikh Zayed Road and adjacent to Dubai Media City and Dubai Knowledge Park. Both are classed as free economic zones.
Who works in the two districts?
Dubai Internet City is home to technology companies and Dubai Media City to media businesses, so the verified categories are software and technology on one side and news, publishing, online media, advertising, production and broadcast on the other.
Wikipedia lists a number of international technology companies with a presence in DIC and notes that Visa and Meta regional headquarters were reported to open there in 2022. For DMC it says that the International Cricket Council is housed in the district, having been in London until 2005. We name these only as publicly reported facts: none of them has any relationship with Tooba Web, and no tenant list should be read as an endorsement.
Which neighbouring districts and transport links matter?
TECOM groups several districts that people often mention together, and the right name matters when a business gives its address.
- Dubai Internet City: technology hub, with a Dubai Metro Red Line station of the same name that opened on 30 April 2010 on Sheikh Zayed Road in Barsha Heights.
- Dubai Media City: the media hub next door.
- Dubai Studio City: TECOM's district for broadcasting, film, television and music.
- Dubai Knowledge Park: training institutes and recruitment consultancies.
Metro and bus details change, so confirm journeys with the Roads and Transport Authority before putting directions on a website.
How are companies in these districts licensed?
Companies in Dubai Internet City and Dubai Media City operate under free zone arrangements, so licensing is handled through the relevant free zone and not through Dubai's Department of Economy and Tourism, which licenses mainland companies. Activities permitted, ownership rules and any ability to serve onshore customers depend on the licence held.
For a website this means the activity description must match the licence precisely, particularly for media, advertising and technology services. Rules and tax treatment change, so confirm all of it with the district's authority or a lawyer. Our Wikipedia source mentions tax and ownership benefits, but we do not repeat them as fact.
What should a technology or media company's website do?
A technology or media firm's website must prove competence through its own build quality and plain explanation, because its audience reviews digital work for a living. Here is how the two districts differ in practice.
| Question | Technology firm (DIC) | Media and creative firm (DMC) |
|---|---|---|
| What to show | Product or service, integrations, documentation | Services, showreel or portfolio you own the rights to |
| Who enquires | Procurement and project managers | Brand managers, agencies, producers |
| Contact | WhatsApp plus a structured enquiry form | WhatsApp plus a brief form |
| Languages | English first, Arabic for regional work | English and Arabic, depending on the audience |
Visitors are mostly business decision-makers, so speed and clarity matter more than decoration. For custom tools see custom software development.
How we work for a client in Internet City or Media City
Tooba Web serves clients in Dubai Internet City and Dubai Media City entirely from Istanbul, with no office, staff or Google Business Profile in either district. We are not a TECOM tenant and have no link with TECOM.
Istanbul is UTC+3 and the UAE UTC+4, so calls fit into the same working day. A brief, scope and invoices go through WhatsApp (+90 216 393 10 07), with payment by bank transfer. If your firm has an office in the district, your Google Business Profile is yours to run; we handle design, SEO and, for firms wanting citations from AI assistants, GEO optimisation. Our Dubai web design service has the details.
Frequently asked questions
Are Dubai Internet City and Dubai Media City the same place?
No. They are neighbouring TECOM business districts: Internet City is a technology hub and Media City is a hub for the media industry. They are often named together because they are adjacent, but companies hold licences for one or the other, and your website should use the correct district name.
Who runs these districts?
TECOM Group develops and operates them, according to its own website, which lists ten business districts including both. Wikipedia places them under TECOM Investments, a Dubai Holding subsidiary. We have no link with TECOM, and licensing questions should go to the district's authority.
Do you have an office in Dubai Internet City?
No. Tooba Web is a brand of Tuba Yazılım in Istanbul and works remotely. We have no office, staff or Google Business Profile in Dubai Internet City, Dubai Media City or anywhere in the UAE, and we do not claim to serve clients on site.
Can I mention big-name neighbours on my site?
Only as neutral facts, such as being in the same district, and only if true. Never imply a partnership, client relationship or endorsement from a well-known company. Using a company's logo without permission can be a legal problem, so check with the owner or a lawyer.
Can you make a portfolio site for a creative company?
Yes. We design custom portfolio and company sites, with Arabic and English versions, in which the work shown must be yours to publish. We cannot promise rankings or enquiries, but we build for speed, clarity and mobile viewing, and add technical SEO so search engines can read the site.
