Website design for businesses in Dubai

Dubai companies sell to residents, visitors and buyers abroad at once. We build their websites from Istanbul and have no office in the emirate.

Short answer

A website for a Dubai business has to serve an international, mostly expatriate audience in English and often Arabic, and has to make a WhatsApp enquiry as easy as a form. Tooba Web designs and builds such sites remotely from Istanbul, one hour behind Dubai, and has no office in Dubai.

Key facts

  • Oil contributed under 1% of Dubai's GDP in 2018 (Wikipedia).
  • Dubai declared itself a free port in 1901.
  • JAFZA was established in 1985 around Jebel Ali port.
  • DMCC was established in 2002 and focuses on commodities such as gold, diamonds, tea and coffee.
  • DIFC operates an English-language common law framework with its own courts.
  • DXB handled over 92 million passengers in 2024.

What is Dubai's economy known for?

Dubai's economy is known for trade, tourism, aviation, financial services and real estate rather than oil. Wikipedia reports oil contributed less than 1% of the emirate's GDP in 2018, against 24% in 1990, and that Dubai declared itself a free port in 1901.

Dubai International Airport (DXB) handled more than 92 million passengers in 2024 and is described as the world's busiest airport for international travellers. For a website, that means many readers are still abroad, comparing suppliers, hotels or clinics, and will judge you on the first screen.

Which Dubai free zones and authorities matter?

Dubai has a mainland authority and many separate free zones, each with its own licensing body. The table lists three that clients often name.

BodyWhat it isStated fact
Jebel Ali Free Zone (JAFZA)Logistics and trade zone around Jebel Ali port, part of DP WorldEstablished 1985; licence types include trading, service, industrial and logistics
DMCCCommodities free zone around Jumeirah Lakes TowersEstablished 2002; ecosystems for gold, diamonds, tea and coffee
DIFCFinancial free zone with its own courtsEnglish-language common law framework; independent regulator, the DFSA

Mainland licences are issued by the emirate's economic department, the Department of Economy and Tourism (DET). Free zone authorities issue their own. Confirm which applies to you with the relevant authority.

Mainland or free zone: what changes on the website?

The licence type changes whom your website can reasonably address. The UAE government portal states that free zone companies are outside mainland jurisdiction, and that direct mainland sales generally need mainland licences or approvals, or a licensed distributor.

Before writing copy we ask for four things:

  1. The exact trade name on your licence and the authority that issued it.
  2. Whether you sell to customers inside Dubai, across the UAE or only abroad.
  3. Which activities the licence covers, so the services page claims nothing outside them.
  4. Any regulator wording your sector requires, which you or a lawyer should confirm.

What should a Dubai business website handle?

A Dubai business website should work in English first, offer Arabic where your buyers expect it, and treat WhatsApp as a main contact route. Arabic is the official language, while English is the most used language in business and among expatriates.

A 2024 YouGov survey of 1,000 UAE residents, commissioned by the commerce platform Zbooni, found that 65% had used WhatsApp to ask a business about a product or service in the past year. Treat it as indicative, as a vendor funded it.

The Dubai Shopping Festival, run by Dubai Festivals and Retail Establishment, has covered roughly December to late January, so retailers and hotels prepare pages early. A firm in Business Bay, the district south of Downtown Dubai, needs clear directions.

How does remote work from Istanbul run for a Dubai client?

Remote work for a Dubai client runs through WhatsApp, shared files and scheduled calls. With Istanbul at UTC+3 and Dubai at UTC+4, neither using daylight saving, a morning call in Dubai is still a morning call for us.

Drafts come back with licence wording flagged for your review. Invoices are paid by bank transfer, details agreed on WhatsApp (+90 216 393 10 07). Scope is described under web design, website development and SEO. We do not build online shops.

Frequently asked questions

Does Tooba Web have an office in Dubai?

No. Tooba Web is a brand of Tuba Yazılım in Istanbul, and all work is delivered remotely. We have no office, staff, address or Google Business Profile in Dubai. Meetings happen by call, and the one-hour gap between the two cities leaves a shared working day.

Can you design a site for a JAFZA or DMCC company?

Yes. We design the site around your licence activities and your target market, and we ask for your trade name and licensing body so the copy matches. Zone rules differ, so confirm what you may advertise with the zone authority or a lawyer.

Should a Dubai website be in Arabic as well as English?

English is the most used business language in the UAE, so it usually comes first. Add Arabic when your customers, tenders or partners expect it. A properly translated Arabic version, with right-to-left layout, is a separate piece of work that we scope in writing.

Is WhatsApp enough as the only contact method?

Usually not. A YouGov survey for Zbooni found most UAE respondents had used WhatsApp to contact businesses, but a site should also show a phone number, email and, where useful, a short form. Procurement teams and corporate buyers often prefer email.

Do you build online shops for Dubai retailers?

No. We build business websites, software and dashboards, but not e-commerce stores. For a retailer we can build a catalogue-style site that links to your existing shop platform or takes WhatsApp enquiries, so customers still reach you quickly without a basket or checkout.
